whiteWater Problems

Hey everybody,
I have a small problem.
I want to create a river with white caps and white water...
The white caps are used for the water sprays and the white water is supposed to make the parts of the river white with bubbles in it when it goes fast.
For the particle set up I am following the tutorials for setting up a waterfall on the sidefx website and the Fluids for TDs tutorial on cmivfx(but i am using flips)
The problem now is, that set up they introduce(controlling the particle position over POPVOPS in the popSolver) works in test scenes but not in my real scene...
any ideas where I went wrong since the particles are not staying on top of the water...

i tried it many times now and it never works for me... the whiteCap particles always look just like the flip particles even if   I don't touch the velocity attributes at all...
I will post the scene here, but I can't post the cache files for the flip of course since they are quit big...
but maybe one of you guys nows where I am going wrong here.
