I think the WarpLattice SOP/OTL from Simon Barrick could be useful.

Blendshapes...

With VOP, you can create any type of deformation you want, taking in parameters, for example the angle/distance between two bones.

Create point attributes for your custom deformations and paint their value

(You can totally re-create skinning with houdini procedural nature: can be interesting to know how skinning works...)
