RAT Texture format

SESI used to have a page from their old site about the RAT texture format, but it has since fallen into the bit bucket. I want to use RAT textures, but can't can't find any clear answers in the help docs about actually creating and using them. They're supposed to be a type of block ordered, mip mapped texture, I thought. However, using iconvert or iview to save, say, a tga out as RAT and then using the RAT in my scene doesn't seem to be giving me the right results. For instance, if I use a simple black and white grid, save it as RAT, and use it on a ground plane in my scene, the grid deteriorates horribly as it get's further from the camera. Can anyone tell me if there are any special considerations for creating RAT textures? Should they be square powers of 2? Is it just as simple as using iconvert to convert from any format to RAT, or is there more to it?
