Timestep vs Substep

Hey friends:

I have a question about the time step feature on dop networks. I understand what a sub-step is, but I don't really understand what a time-step is. Here is what it seems like to me. Time step and sub-steps control the same attribute, they are just different methods of completing the same task. Is that correct?

Timestep is the decimal value of a frame per second. Sub Steps is the second order to compute the DOP network.

But what is it affecting by changing the value?

Oh, I think i understand. If I set the time step to "1" and my frame rate is 24, it would simulate every second, rather than at each frame?

I believe it is used in the Solver.
