particles on a deforming surface

How do I get the particles on the moving object's surface to move along the object's surface toward a point on that object?

You can try using ray after a pop sim or you can do it inside pop sim with a signed distance field of the object and using the values to make the pop stick to the object

you can try to create a velocity field according  in static obj(1 frame static of ur frame range or rest) and simulate pop and then pointdeform it to deforming mesh.
