Cut the line

I'm trying to create an effect where the line is cut and the bottom of the cut area dances and falls, as in the picture attached here.

I set the bottom part to vellum hair, but it doesn't work.

To do this should be fairly straightforward. All you need to do is actually split the geometry and then create a "vellum stitch" constraint between the top and bottom part of each string and then inside the vellum sim just break the constraints throughout the sim.
In the example below I've done this by animating a sphere and then turning it into a volume and finally inside the sim just check if the constraint is inside the volume and if they are setting them to be removed. Do forgive the somewhat sloppy wire geometry with holes in it, this should of course probably be done more carefully in something that's not just a test.
