If not, be sure to toggle "Skip License Check" on the ROP as Arnold will try to grab a license token when you render, and time out after a few seconds, so this could be causing some apparent sluggishness. Perfect! Checking the skip license reduced the latency between frames from ~4sec to ~1.5sec. This is essentially what I was after. Mantra currently takes ~4sec. The scene is simple; torus, shader and area light rendering to MPlay, but reducing that delay per frame is a fundamental goal. Will run the other tests with Maya too at some point.
