No really, it does! I don't recall it ever doing this before. If you leave it on the standard Ray Tracing or Micropolygon engine, it will change to whatever engine it needs to be in order to satisfy all your options.

Did it always do this?

It does not really change the rendering engine based on the settings. You might think it does because as of H13 all of Houdini's built in shaders internally use PBR for their lighting calculations and as a result raising your diffuse level above 0 works out of the box without the need to explicitly use the PBR rendering engine.
