One way I can think of how to limit the effect of a particular pop to a certain region is to use a Group sop. The group sop allows you to specify external geometry for a region, hence you can create a geometry object representing the region you wish your say, Force POP to only affect. There should be a "Source POP" field in say the Force POP, that accepts groups. Use your groups there.

As for your second question, I assume your bullet is a particle? If yes, perhaps look into the "poppoint" expression to extract its position, and then feed it into the noise field's offset?
