I do know that there is a tutorial or two over on CMIVFX for doing procedural buildings and cities, so there might be something in there. Would have to ask someone who has done the tutorials though. I'm working on something like this, for the most part it's working, it fails only when it have to deal with some intricate (read improbable) shapes, but I hope I will manage to deal with this problems also. The errors appear only in case of a more "funkier" shape, and looks like the roof have been blown out by a nuke or something.
