Ball through glass

Hi all, Im back again with another issue, I do apologise if its something really simple.

I have a RBD object meant to be a pane of glass, I have then animated an static object to pass through this pane of glass shattering it.

The problem I am having is the entire pane of glass moves upon impact with the balls, id like the pane to stay still and only the pieces in the center that shatter to move.

I have attached the scene file of what I have got so far.

One possible solution I thought of is to pre-shatter the geometry and make some of the pieces static are there any other/better methods to achieve the effect I want.
