Cloth, animating filled or closed objects

Hello, I'm trying to simulate a bag of cement with Houdini cloth and so far my solutions were not promising. My main goal is to capture the bends when bags are put on top of each in a non uniform or random manner.

I tried simulating geometry and working with parameters in the Material tab mainly strong bend. The problem I'm having with this is that the cloth object tries to come back to its shape. The positive thing is I get the bends and behavior I wanted in the first part.

Then I tried another version but only with a flat grid geometry with thickness. Although it bends and adopt the shape of the surface in contact, the edges that are hanging or not in contact remain flat. Same result when self collision is on or off.

The third solution I'm still figuring out is giving the bag volume by having geometry inside.

How would you approach this simulation? Is there a pressure option or pressure workflow for cloth? I have seen tutorials with Plasticity and Elasticity options, I can't see it now using 12.5.376.

Plasticity and Elasticity options start to appear in the cloth object around build 12.5.4xx. I'm curious about the tutorial on these 2 options, could you share them?

About your question, maybe a flip sim with viscosity and elasticity+ a cloth sim could do the trick ? I've never tried, just an idea...
