Your scene seems to be working fine in 13.0.447, though you may want to change a couple of things:

 

Send the VDB directly to DOPs. You don't need to convert it to volume prim.

Set the "offset surface" to 0 in the Static Object DOP.

Use a static solver dop instead of an RBD solver for the cup collision.
