Vertex Animation Houdini 18.5 - normal map jittering, distortion

I ran into an issue: I export VAT from Houdini ( see video), when I import into Unreal, go through the processes of creating material, instance material, and applying. The mesh plays the animation, but there are issues with the normals, it creates some kind of jittering/distortion on the mesh. Has anyone run into this issue and how to fix it? 

I have tried not to bake normal into the alpha, changing scale, exporting, and importing .fbx with different settings. So far no luck. It would be great if someone could help me.
