How to conform a part of the model to some geometry

I have a model of a character, but the foot has been modeled pre deformed, so that the character stands on his toes.

I also have a model of a foot in a more traditional position, flat on the ground.

I can't find a reasonable workflow to use the good looking foot as a target for the bad looking foot.

Topo Transfer seems to be part of the solution, but I can't find a way to use it as a deformer on the initial geo; I don' t want to retopo the geometry, and I don't want to butcher it...

I'm just looking for something that's equivalent to an edit, a soft deformer.
