old school
RMB (Right Mouse Button) on the handle. In the pop-up menu, look for the "Align Handle" option. Options are Object, World, View, Parent You want Object or View. You can set these to a hotkey to cycle through the options. When you press on any of the options in the menu, hold down Ctrl-Alt-Shift. This will pop up the Hot Key Manager. You can now set these options to hotkeys. I set this option to the "n" key. I also set the Local/Global handle control for the t, r and e (Translate, Rotate and Scale) handles to "m".
