mental ray hair primitive question

This one is for the mental ray lurkers on the forums...Anyone shed some light on this question...

Pg 361 in the “rendering with mental ray” third edition.

13.5 Hair

Hair strand Features.

”A per-hair normal turns the hair from a flat, ray-oriented ribbon to a flat normal-oriented ribbon.”

Hair Vertex Features.

“ A per –vertex ribbon, which can change orientation, ie twist, from vertex to vertex. This can be useful for simulating grass, for example. The per-vertex radii can be used to splay individual hairs are the roots and taper them at the tips, for example for a more realistic look without excessive data.

So.. how about it?

DOES it do the Hair Vertex feature allowing the ribbon not oriented to the camera all the time.

hmm.
