Use a depth map piped into a Depth of Field COP, then fed into a Blur or Defocus COP's mask input, with per-pixel enabled on Blur or Defocus. Motion blur - only uniformly on an entire image element, which is a translated by a Transform COP. The Streak COP and Radial Blur COPs can also apply motion-blur-like elements to an image. To get a motion blur pass in the first place is a bit fiddly, and there are posts on this forum, but if you want there is a ready-made one hidden in the default fur shader.
