Although I would post implement it as part of the sop solver in sops, not in pops. In sops you can make of pointclouds properly in vops.

You can just blur the velocity field by bringing in velocity from neighbors.

I did a quick test.

If you dive in to the SOP solver you will find a VOP that is using point clouds to mix in some of neighbor velocity were the fluid is "cold".

It´s not optimal working and I´m not 100% sure it works as expected :) ,but you might get some ideas.
