make an animated object that will form main impact shape, scatter points on that object

- use flip or sph solver to move particles upwards with big surface tension, big external pressure (play with gas values)

- or use sop solver, filter point positions, add some noise and upward force

You can make bubbles as separate emitter from few random points

I would not create a volume of particles (as I was doing in that container), but perhaps a thin layer of particles near the surface could help you give nicer surface detail when the bubbles burst at the surface.

Have a look in the file, this follows a flip+ sopsolver approach.
