RBDs unnaturally halt

I run across this time and time again, and its time to work out whats causing it. 

Very often, when Im making an RDB sim, the objects just halt unnaturally. Usually I am able to fix this by setting speed parameters with speedmin and spinmin, but its a bit of a pain, and im not convinced its the correct solution.

Is there a setting i'm missing? See how in this file, the second sphere(the only active one in the scene) stops dead around frame 65. Its not quite slow enough to stop. At least it looks really unnatural to me.
