crowd agent intersect

the crowd system is a particle sim, so one way is to make scale up your particles enough to contain your agent (can't check right now the proper name and place, but I'll complete my post later).

it's in the crowd solver, avoidance tab, "PARTICLE SCALE MULTIPLIER"

also, there can be agent penetration because of stronger force/command applied to the agents, stronger then the avoidance force.
