to me this effect seems like a post-production job (of course depending on how it's integrated in the shot). have you tried implementing it in After Effects or Nuke? It might easier/faster there? Otherwise, this could a particle system, I think you would use paths to create the exact trajectory, use that path to animate the particles. But since these blue strikes are continuous then you might need to convert this particles system into volumes and color them according to particles color. Okay, I am not sure if this would work or not, maybe let's wait for some experts here :)
