Flip simulation for fast moving animation

I'm trying to create an animation of a ship rising out of the water and simulate the water on it.
But the animation is so fast that sails and thin ropes are not recognized as collisions.
Perhaps raising the substep is a good idea, but is there any other way?
Ideally, the collision should be as clean as this
