Houdini Particles to Blender for instancing

If Blender can import Alembic particles, you should be good to go already.

 

Otherwise you may need to look into Partio, but not sure if that's available for Blender. Maybe even roundtripping the particles via RealFlow plugins and other crazy workarounds.

 

I've even done it in Maya via SpeedTree's .csv style format, but it's not binary and really doesn't scale well at all...plus you need to write a custom Python SOP to properly write out the particle data and all that.

You might want to try the other export options of FBX and Collada. Blender can read each of those formats. I am not sure if either of those container systems can transfer particles only. Maybe as a point cloud...?
