Metaballs On Surface!

There's a number of different solutions to this. Mainly it has to do with how your particles are set up. If you're colliding particles with a surface, there's an option called "Collision Tolerance" on the Collision SOP that stops particles a certain distance away from the surface. Make it half a diameter of your metaball and you have the desired effect. If you're using Ray SOp to project them, it has similar option called Lift. Finally, you can offset the metaball from the center of the world slightly and copy that offset version onto your particles. This way the metaballs wo't be copied exactly onto the particles, they'll be slightly off.
