How can i make my particles follow the surface of my collision mesh?

Hi guys, i've been trying to achieve this effect quite a while. Still nowhere near it.  At least i got the emitting circle lines part. Now it needs to follow the surface. Does anyone have an idea? or where to look?
Just in case i uploaded my hip.
My goal:

HI, Thank you for helping me out. 
This post wasn't approved for like 2 weeks I've made some progress and your way and my way's are the same. Im only doing in the sop solver, point vop inside dopnet. 
Its actually works really well. Only problem is that the reference .gif that im following, the particles seems to be colliding with itself. And i thought it was grain or fluid sim. Also its not strictly stuck on the surface, its like getting attracted by it. So still needs to figure out lot of stuff.
