This may be a case of geometry aliasing by not firing enough primary pixel samples. I am seeing noise on the top crests of the waves along with the far background waves.

 

Try increasing the pixel samples up to see if the flickering is reduced. The background interference flickering is caused by a lot of wave frequency changing so again more primary pixel samples will help. That and adding Depth Of Field as well. :)

 

Make sure to use the Gaussian filter 2x2 or 3x3 on Pixel Filter as well to try to soften things a bit.
