art3mis
I normally try and avoid working at world or reduced scale (1 unit = 1 metre) because I find that navigation with the mouse extremely difficult. Both mouse tumbling and scroll wheel changes are much too sensitive. Is there any way to reduce or change the mouse sensitivity in Scene view from within Houdini? Cancio
Under Edit->Preferences->3D Viewports you have a few options for the tumbling style. I'm afraid that there is nothing regarding mouse sensitivity (to the best of my knowledge), but perhaps you could do that outside Houdini? I know that my mouse, a crappy one with some extra buttons, came with software that allows to define its behavior depending on the context. And you should definitely aim to work in real wold scale. Houdini may do funny stuff otherwise.
DaJuice
If you hold Shift while tumbling, panning and zooming it will decrease the sensitivity quite a bit. Probably not ideal but it may help. I don't know if there is a setting to tweak buried somewhere in the Houdini config files. This might be a good RFE, you should consider submitting one.
