Flip Collison with thin layer

Hey all . 

I have a simple scene . 
Trying to collide the flip particles with a very thin layer. 
its not working good and i lose all the volume . 
If i extrude this thin layer it work very good but i cant extrude it because the flip must  collide with the outer layer .
Any ideas to collide with thin layer ?! 
I have attached a very simple scene for test

Right now your collision looks like this:

and it looks like this with a collision separation of 0.025

I have a collision geometry inside the flip. So collision is like a core. And flip goes inside the geo, thought I ve played around with collision separation
