It's not practical to implement an effect like that in Houdini because it's mostly compositing tricks, hence the After Effects plugin links above. It could be done in Houdini but it wouldn't make sense to do it.

If you decide to try it in Houdini let us know the problems you're running into and we can help there. Simply asking how to do something complex like that out of the blue isn't a good way to get people to help you (it makes you look lazy and ungrateful). Showing what you've tried so far or where you're getting stuck at least shows you're willing to put in the effort.

I would probably do a pyro sim to get the whispy/smokey feel and then advect particles with it..

1.run a fluid sim to get the general motion

2.run particle sim using fluid velocity 

3.run  a few wedges so that you get lots of points.

4.shade those points using density so you you get hot core
