Copy to point> Orient perpendicular to normals

Hi

Stumbling on how to properly orient scattered objects using Copy To point so that they are perpendicular to the normals of the target object. If the target object is a sphere there is no issue.  Can someone possibly look at the attached .hip and suggest what is missing?

Thanks... yes hit myself when I discovered my mistake! A little more tricky I cannot figure out how to change the rotation of the scattered objects (within a random range) while still keeping them perpendicular to the surface
